Best Snorkeling Spots
The most accessible corals can be found around Koh Rong Sanloem. Saracen Bay offers entry directly from the beach with coral formations at depths of 2 to 5 meters. The northeast point of the island, around Lazy Beach, is more preserved.
Around Koh Rong, the most interesting spots require a boat. Island hopping tours usually include 2-3 snorkeling stops with masks and fins provided.
Scuba Diving
Several PADI centers operate from Sihanoukville and Koh Rong. The most renowned dive sites are around the islands of the Kong Krao archipelago (a group of islets 1-2 hours by boat). Here you can find schools of barracudas, moray eels, stingrays, and sometimes nurse sharks.
The coral formations are recovering after bleaching episodes — they won't rival the Maldives, but they offer decent diving in a pleasant and uncrowded setting.

Practical Tips
Preferably use mineral sunscreen (zinc or titanium) rather than chemical — the reefs will thank you. Avoid touching the corals, even accidentally. Cambodian reefs are fragile and in the process of restoration.
